How “Heads Up” cameras are helping reduce mobile phone driving offences

Many police forces are working on strategies aimed at reducing the number of road deaths in the region, including the use of state-of-the-art camera technology.

One such strategy which appears to be making a significant impact is the deployment of Accusensus ‘Heads Up’ cameras on many of the region’s roads.

These advanced cameras powered by artificial intelligence (AI) detect potential mobile phone driving offences by taking both overhead and front-facing images of the cars. The cameras can also detect if a driver is not wearing a seatbelt.

The footage selected by the AI is then checked by at least two human reviewers. If it appears an offence has been committed, the drivers concerned will be issued with either a warning or a Notice of Intended Prosecution (NIP).

Latest statistics suggest that the strategy is working well in the areas of Devon and Cornwall. The cameras were used at the same location on the A38 at Landrake in 2023, 2024 and 2025, with year-on-year figures showing significant reductions in the number of seatbelt and mobile phone driving offences detected. There has also been a reduction in the number of road deaths recorded in the region: from 790 in 2022, down to 678 in 2024.
